NOTE 1: This form of contracting streamlines the acquisition process and reduces cycle time for contracts. It emphasizes conducting actions concurrently, with a close relationship between an integrated Government team and the contractors. For example, the Government and contractors may work together to develop a solicitation package that meets the Government’s needs, while also eliminating contractor questions or concerns with it. Similarly, as the contractors complete development of portions of their technical and cost proposals, an integrated Government team, including representatives of the program office, the contracting office, the contract administration office, and the Defense Contract Audit Agency (DCAA), may review the proposal and attempt to resolve issues the team identifies. When the completed proposals are then formally submitted to the contracting officer, much of it may already be negotiated. This approach is much more likely to result in an optimized program with an achievable scope, improved performance or quality, and the avoidance of non-value added requirements, at a lower overall cost than what was originally contemplated.

It’s a quick 4-step process taking between 10-21 days to complete, often times less. Here is a summary of how to begin working with anc Barling Bay:

 

Complete a Search Letter. The Search Letter explains the intent to award a contract to Barling Bay, LLC. Barling Bay will work with you to draft this letter, using the appropriate Federal Acquisition Regulations (FAR) citations and content
     
Fax the Search Letter to the Small Business Administration (SBA) in Anchorage Alaska. Submit the letter to the SBA office (see SBA Anchorage Contact information below) and they will do a standard qualification review

 



SBA Notifies Barling Bay, LLC. The SBA office will notify us that we qualify to perform the work after which we submit a subcontracting plan, if applicable
     
Develop a Statement Of Work (SOW) & Negotiate a Final Contract. Barling Bay, LLC will work with you in negotiating the final contract – requirements, scope, deliverables, etc
