Robert “Bob” Bush
Robert D. (Bob) Bush is the President of Barling Bay, LLC. He assumed this position in July 2007, having served as Executive Director for 8 months.
Prior to that time, Bush held various positions in his 23-years of Federal service including, Chief Information Officer and Director of Information Technology (IT) from 1993 until 2004, with the Space and Naval Warfare Systems Center in Charleston SC. He provided Corporate-wide leadership in advanced solutions for IT decisions and was responsible for collaborative strategic planning, budgeting, security and policy development for, information systems & IT processes, systems development and configuration and legacy business system software applications.
As the principle architect of the Space and Naval Warfare Systems Center, Charleston’s more than 4,000 device enterprise-wide networks, he was responsible for the integration of its office automation software and core financial and business management information application software, internal video teleconferencing, corporate telephony and telecommunications services and management of more than 3,500 user accounts. Bush was in charge of a budget in excess of $20M and led a staff of 125 government and contractor personnel during this timeframe.
An innovator, with proven leadership skills and over 13 years of demonstrated senior management success working with technologically complex architectures and infrastructure-related operations, Bush was tapped for the position of President after a short 8 months at Barling Bay. During his first 12-months, he increased Barling Bay, LLC profits 15-fold and has grown the company from 24 people to 63 people as of April 2008.
Active in the community, he supports the Parent Teacher Associations for South Carolina Dorchester District 2 schools, having served as President at Fort Dorchester High School, North Charleston, SC. He lectures for the University of South Carolina Alumni’s youth education program and routinely speaks to MBA students at The Citadel – The Military College of South Carolina and to Master’s students at Strayer University on the aspects of tying Information Technology Solutions to Business Strategies and Leadership, Communication Skills and High Performance Organization concepts, respectively. Bush has volunteered for Junior Achievement, Tri-County Special Olympics, The Summerville Area Cub Scouts/Boy Scouts of America and Summerville Little League Baseball. He has been a speaker for the “Red Ribbon Drug-Free Week” and a mentor at Hanahan Middle School, Hanahan, SC.
Professionally, he maintains memberships in the Institute of Electrical and Electronic Engineers (IEEE), the Armed Forces Communications Engineering Association (AFCEA), the U. S. Naval Institute and the Charleston Defense Contractors Association.
Bush majored in Electrical-Computer Engineering and earned his baccalaureate degree in Engineering from the University of South Carolina in 1983. He has completed both the Dale Carnegie and Stephen Covey leadership training courses.
He resides in Charleston, SC with his wife, Connie and their four sons, Brandon, Derek, Dustin and Ryan.

Janet C. Keys, Vice President Barling Bay
Ms. Keys leads Barling Bay’s Washington Operations with responsibilities for business development, recruiting, strategic partnering, and service delivery. With over 24 years experience as a Federal IT Program Manager and Industry Consultant, she served as a Senior Executive within the nation’s top Intelligence and Federal Law Enforcement organizations. Ms. Keys began her career as a computer and telecommunications security analyst and has held key senior-level technology management positions at the Immigration and Naturalization Service (INS) and the National Aeronautics and Space Administration (NASA), where she led organizations responsible for computer and telecommunications security, systems policy and planning, and capital planning and investment control.
Her 10 year’s professional consulting experience includes work at two large industry leading consulting firms. She also served as a Vice President, Intelligence & Homeland Security for a fast growing 8(a) small business where she secured two major contract wins: a 5 year $95 million BPA for the Air Force Surgeon General and a 6 year $800 million IDIQ award for the National Security Agency (NSA). In addition, she expanded the company’s presence and future revenue opportunities by securing teaming arrangements on major NSA and DHS multi-year, multi-million dollar procurements. Ms. Keys has experience in all phases of the proposal development having served as Capture Manager, Technical Writer, Editor, and Pricing Coordinator.
During her tenure as Deputy Assistant Director (DAD) for Intelligence Program Management at the Federal Bureau of Investigation (FBI), Ms. Keys was a member of the Senior Executive Service and was responsible for strategic planning, threat forecasting, budget formulation, performance management, resource allocation, IT planning, requirements, architecture, communications as well as the recruitment, career development, training, and language testing for the FBI’s Intelligence Career Service.
Ms. Keys earned a Masters Degree in Business/Technology Management from Johns Hopkins University. She is a graduate of the Federal Executive Institute’s (FEI) Executive Development Program and the Intelligence Community Senior Leadership Program (ICSLP). Ms. Keys was an adjunct faculty member for Central Michigan University’s Graduate Program in Information Resources Management (IRM) and is currently an active member of the Council for Excellence in Government’s Women’s Executive Forum, where she mentors young women in both industry and government.
She resides in Edgewater, Maryland with her husband Dan and enjoys travel, sports and family time.
